As Jason Blaine drives through the streets of Mexico City, he pulls into a parking garage. Kate Wyman tells him that guards are in position, and he is ready to go. Using a satellite tracking system, they discover that Alton Maxwell is on the roof in the north-east corner of Esteban Salazar's complex.
