At the same time, Sunagawa restarts the "Commercial Mutual Aid Association," which had stalled due to Matsuura's opposition, and intensifies efforts to recruit members. In response, Tojo, the deputy leader of the Domoto-gumi, who is Kano's sworn brother, becomes furious when he learns of the methods Sunagawa and others are using to force members into their association plans.
